He Told Cecil to Transfer Money Via Walmart

According to the lawyer, Phillip was in Maryland, but because of the car accident, he was in custody and behind bars. The lawyer explained to Cecil that he needed to head over to one of the local Walmart stores in Ohio and look for their money center. Cecil was instructed to do what they call a direct store money transfer, which means that he could wire his money from Ohio to Maryland in a matter of minutes.
