Some people are resourceful shoppers, and make do with what they have. This lady is obviously pushing someone in a wheelchair. It would be difficult to manage a shopping cart as well. So, being resourceful, she uses her head, literally. Thankfully it was lampshades she was shopping for, and not a sack of rice. That would be difficult to balance on her head. We assume it’s not an attempt to shoplift though. But she would probably get away with it…looks like a fancy hat to match her blouse.
