Unbelievable to say the least. And we’re being nice about it. Even if this kid messed up the last time they went to Walmart, does the mother have to handcuff him to the cart? Bizarre and irresponsible way to treat a child. Isn’t that considered child abuse? Some parents really are quite clueless, bordering on the barbaric. We wonder if anybody stepped up in defense of the kid…hopefully there was a cop around. Shame on you lady!
