Rockford offers low living costs, but why have residents moved out? Mainly, the city hasn’t fully recovered from the great depression. The unfortunate event may have happened years ago and you’d think that the government would have enough time to recover from it. Unfortunately, it hasn’t. In fact, people have left in hives since the 1970’s and the trend continues until this day. It also seems as if the poor public school system hasn’t helped either.
