Unfortunately, West Virginia has been ranked as one state with the highest poverty rate. Even if it has low property tax rates, low cost of living, and said to be affordable, the state suffers from lacking infrastructure such as energy, transportation and internet access. There are quite a number of retirees in the state, right after Florida and Maine, but despite the affordable health care, West Virginia has horrific patient outcomes throughout the country, which is bad considering most retirees are over the age of 65.
