Negotiating prices for commodities at a shop or stall is normal, even when the items have prices on them. Products without prices usually means you will be overcharged. Do not accept the first price given to you, negotiate without becoming rude. Notorious places to shop are in the Old City of Jerusalem, around Jaffa Gate and Via Dolorosa. In Tel Aviv, be wary of the market in Shuk HaCarmel which also is frequented by many tourists. Tourist-oriented places obviously will charge tourist prices. There are so many places to shop around. All you have to do is research, or ask a local who seems obliging to help.
