Almost everyone can understand English as well as converse in it. And Amsterdam is such a high profile city, so more particularly here. Some tourists make the mistake of insulting something about the Dutch, thinking they will not be understood. Be prepared for a rude awakening when the old Dutch woman near you scolds you in perfect English. It is always best to be discreet and polite, anywhere you go.
