This is prohibited and is against the law. Never do this even as a joke, you will be fined, sent to jail, or worse, beaten up by the locals. The stigma of Hitler and the Nazi regime still affects the people, and they are serious about others making jokes with gestures or talking about Hitler. Most Germans who were not born yet during these terrible times were educated about it. They may not feel as strong as those who were, but nevertheless, it is not something they are not proud of. Or for that matter, want to have anything to do with it. So be aware, and be respectful.  Do not forget this while in Germany.
