Blowing your nose in public or around other people is considered rude. The proper thing to do is excuse yourself and look for a place where you are alone. It may take some time getting used to, but if you keep it in mind always, you will avoid embarrassing situations. Iranians are very particular about this habit of foreigners blowing their noses even around them. It is disgusting for them, and some will outright tell you off. While some understand that foreigners are not particular about this, it will impress them if you know their customs. So, be a polite visitor, and do as they do.
