Technically, Uber is illegal in Colombia as they are not a registered taxi service. However, many people still use it, and so can you, just do not rely solely on it. There are other options using an app as well. Ask the hotel staff to assist you. It is still safer than taking a taxi, especially at night. Travelling at night is not recommended. Safe is better than sorry. Especially in Colombia.
