Wearing shorts and flip-flops to a restaurant or club is frowned upon. It makes no difference if you are a tourist. There is no excuse for sloppy dressing. Some may even turn you away. Colombia is quite formal when it comes to dressing up. So make sure to pack decent wear for clubbing or dining at fine restaurants. No need for formal attire, casual but presentable is fine.
