Icelanders are conservative and reserved to a fault. They are not like other places where shaking hands is a customary greeting. Or kissing the cheek. They prefer not to touch, and a wave of the hand is sufficient in greeting someone new. It may seem quirky, but it is their custom. Just respect it and try to remember. Of course if they offer their hand first, by all means, shake it. Some Icelanders have adjusted to more Western customs. Probably because millions of tourists visit every year. Remember they only have a population of around 400,000 people, so getting used to millions of foreigners takes some time to get used to.
