Since the average hourly wage for local law enforcement in the country is only at 26 PEN, with an average monthly salary of 4,200 PEN, those who fall below the median may either be new or inexperienced, or more prone to bribes.  This can be frustrating as dealing with them can be a long and painful process, even if it’s just a routine inspection, for example. Worse if it’s in the borders or concerning drugs, as there’s a likelihood of corruption, if not different interpretation of the law.  Don’t lose your cool and cooperate however you can even if you feel that there shouldn’t be any problem.
