Plastic furniture that have been left outside and exposed to the elements for too long become weathered and dull. Rain water contains minerals that stain surfaces when left to settle for long periods. These minerals also attract dirt, which causes the brownish discoloration on light colored plastic furniture. 

Minerals also harden, forming scales that stick stubbornly onto plastic surfaces. They are very difficult to remove, and forcing them off with hard tools only lead to scratches and deep scars on the furniture. 

To make cleaning of plastic furniture easier and get some of their original beauty back, simply spray them with WD-40. Let the lubricant work its magic and then wipe the items down with a soft, clean piece of cloth.
