Not everyone likes their picture being taken. Especially if the one taking the picture is a random stranger. Regardless if it is a local or a tourist. So, the woman shooing away the mysterious photographer is very understandable in the normal context. However, in North Korea, the locals don’t like it when tourists take their photos since the fear of foreigners is indoctrinated into them from childhood. In addition to that, the photo above is something the authorities will not approve of, since the photo shows the woman and child as looking extremely fatigued and unhappy.
