The picture is the back of one of the statues at the Mansudae Grand Monument. This picture is highly illegal. The Mansudae Grand Monument is officially considered to be a sacred place for North Koreans to pay their respects to their leaders. Guides would advise tourists that when taking pictures at the monument, tourists should keep their hands by their side and should always remain respectful. No funny faces or handstands are allowed. And that the photographer should ensure both statues are included in the photo, the photo should not be cropped in the framing of the shot, and more importantly pictures of just the back of the statues should never be taken.
Whoever took the photo that can be seen above took a huge risk. Typically, if a tour guide or a customs official notices someone took a prohibited photo, they would just ask for the photo to be deleted or they would confiscate the device. However, this photo could have banned the photographer from coming back to North Korea or worse, it could have landed him in jail.
