One of the things that tourists are not allowed to take photos of are individuals that might be homeless, even if they are not homeless, even the notion of being homeless makes the scene already prohibited to be photographed. This mother and child that can be seen on the photo are not homeless, they were just resting on a bench at a fair. However, this photo was deemed to be illegal because officials said that people who will see the photo might assume these people were homeless. International image is very important for the North Korean government.
